We assess likely project outcomes across large statistical simulations, and compare against an objective baseline in the case of carbon intensities, and expert ranges in the case of cost estimates. The carbon intensity baseline is calibrated so that the one star rating is set to the bare minimum GHG saving compared to a fossil fuel baseline acceptable for sustainable fuel in the EU (60% for installations in operation after 2015). While a five-star rating in carbon would be set to 100% emission saving. For the cost ratings our team of industry experts have provided upper and lower thresholds for the likely production costs across the sustainable fuel industry over the next few years.
